Melt 2 sticks of butter in a small sauce pan on low heat.
In a large bowl, mix the sugars together. Once the butter is slightly cooled, add to the sugar mixture and stir vigorously for one minute.
Whisk the egg and vanilla together and add to the sugar mixture. Stir for one minute until the mixture combines.
Mix in flour, salt, baking powder and baking soda until just combined. Using a spatula, fold in chocolate chips.
Using a small squeeze handle scoop, scoop out 24 evenly sized balls onto parchment lined baking sheets about 2-3 inches apart.
Bake for 9-11 minutes until golden brown edges form. Halfway through baking, sprinkle each cookie with flaked sea salt. Let cookies cool completely and serve.
